You would need to boost EACH output of the 4017 using a transistor. Simplest drive method would be npn transistors, collectors wired to +v, each base to a 4017 output and each emitter to a current limiting resistor and LED in series to ground. Because that is an "emitter follower" configuration, the gain of the transistor will limit the drive current demanded from the 4017.
