there are electronic circuits which use two probes and sense the conductivity of the water when it touches them. I don't know much about electronics, so I would use a simple float mechanism that operates a microswitch. then a simple battery, light, switch circuit would be all you need. You could use a ball float from a toilet, or if you are cheap like me, you could use a pop bottle and attach it to a rod. the rod would be pivoted and when it got to a certain height it would bump the microswitch. the switches are cheap at the link below.
