There are types of tachometer that do pretty much what you want - you mechanically couple the shaft to the shaft whose rotational speed you want to measure and the tacho outputs a voltage proportional to the speed. That's 1960's technology though. Nobody would do that nowadays, partly because of the cost of the tachometer and that fact that it will eventually wear out, and partly because there are far better ways to do it, such as using an opto-interrupter. An opto-interrupter (sometimes called an opto-switch) is a LED and photodiode arranged on either side of a slot. When something passes through the slot it interrupts the light beam which causes a digital pulse to come out of the detector. The pulse can be a logic 1 or a logic 0 depending on the part and/or how it's wired. In your case you'd have a small vane or peg attached to your prop shaft to interrupt the light beam. That gives you a stream of digital pulses whose frequency corresponds exactly to shaft speed. It's easy to get a computer to record pulses per second. If you really want it as an analog signal it's a simple matter to convert frequency to voltage, but then you are converting it back to digital in the computer so why complicate matters? Edit: I assumed it was an aircraft or boat propeller! But yes, if you can get access to the propeller shaft you can use an opto-interrupter. An alternative method would be to use a magnetic reed switch or proximity switch. This would be possible if the propeller is in a tank and its blades are close to the walls.
