With 2 prong outlets you have a hot and a neutral, the minimum required to get current flow. The third, round connection is a ground connection with is a safety ground. It is connected to ground in the fuse box and ultimately to earth ground. That third wire in the cords connects to the chassis of appliances, power tools, air conditioners, etc. It is there in case something happens where the appliance develops a short, the fuse will immediately blow and you won't get shocked. It is expensive to rewire a house as it is a lot of labor and the price of copper is high right now. One intermediate thing you can do is to install GFCI outlets for the outdoor outlets and those around sinks and your washing machine. It won't give you a ground but will give you protection at those outlets. They should be labeled as not having a ground though. If your house is wired through conduit, it is possible each outlet and switch box is grounded so you can pick up the ground right there, however this is unlikely. Good luck.
