I am building an equaliser circuit, with an op-amp at the output. I am using a single-ended 18 V power supply, but the op-amp (TL071) requires a bipolar power supply. I used a voltage divider to supply +9 and -9V and a virtual ground to the op-amp. Do I need to add a DC bias to the input signal to match the virtual ground (9V)?

The typical approach is to capacitively couple the signal. The capacitor will charge up to whatever dc voltage is necessary to compensate for any dc bias. If you want to direct-couple the signal (with no coupling capacitor), then a differential input would be your best bet as that design can "ground-reference" your input to any reference you want, or in this case, to the virtual ground. Your idea of adding in DC bias works in theory, but is hard to implement. If the virtual ground drifts, and the DC bias doesn't, or vice versus, you will end up with a significant output error.
