shop around - you can probably buy a ready built controller for less than you can make one unless you already have the parts to hand. If you really want to "roll your own" then a 555 set up as an astable with variable duty ratio driving a power transistor would do it with better efficiency than a series voltage regulator. You will probably need to play with the base frequency of the astable to get it running quietly & smoothly.
