I am assuming this is a permanent magnet DC motor with a commutator. The 18V rating is related to the maximum speed at which the motor will be reliable. It takes into account the mechanical properties as well as the commutation. This speed applies to the output power too, in the sense of output power is proportional to speed and torque. The motor can run at any voltage below this assuming it is sufficient for it to start reliably, and the speed and so power will be proportionally less. If it uses a fan for cooling the fan may be ineffective at lower speeds. It is important to keep within the current rating as the motor will burn out if this is exceeded. The current is mostly due to the torque used by the load. A typical motor rating mentions the output power, the RPM at some maximum or working voltage, and the maximum allowable current. The torque, RPM and power at other voltages and loads can then be determined.
