I would use a 555 timer ic. If you are not familiar with that, there are lots of online recources (AKA google it). The timing can be determined with the resistors/capacitor used. Also, a potentiometer can vary the timing of the pulses. Hope this helps. its only a very basic idea, so use it as a baseline and google for the rest. GOOD LUCK!
