The critical resource is energy which is why China announced that they will build a Thorium MSR and patent it as their own intellectual property. The Lithium Flouride Thorium salt technology was developed at Oak Ridge National Labs back in the 50's and 60's only to be shut down when the Airforce opted for missiles instead of an indefinite duration aircraft. The Chinese have already stolen the Canadian Slowpoke reactor technology (which is really based on Los Alamos technology) and claim it as their own. Thorium MSR is a safe nuclear reactor technology that produces almost no nuclear waste and what little waste it does produce only needs to be stored for 300 years. Indeed it can actually be used to consume existing nuclear waste much as the Canadian Candu technology does but more efficiently. The reason why the US tossed away the Thorium MSR is because of two reasons, it didn't produce weapons grade plutonium and you couldn't sell expensive processed fuel rods to the plant operators once the plant was built as the plant would breed it's own fuel from inexpensive unprocessed Thorium. The business model for nuclear reactors was to sell the power plant at a loss and make up for it in the sale of fuel rods but with an MSR, there was no fuel rods to sell. However the MSR technology will give these countries an enormous competitive advantage in the form of clean, safe power at a fraction of the cost of current fossil fuel and nuclear options. India has been adapting the heavy water technology they stole from the Canadians Candu reactors they bought to Thorium, Japan also has a Thorium reactor in development and Germany shut their nuclear technology programs down after Chernobyl but they had a solid fueled Thorium cycle too, mind you the advantages are in a fluid fueled Thorium cycle not in a solid fueled cycle. Ironically, this is as close to off the shelf proven technology as you can get for the US yet the US isn't pursuing this even though it could mean the end of dependence on foreign oil and would mean the end of throwing away American lives in the middle east. The other critical resource that will be dwindling is food, but mostly because we currently make fertilizers from oil. Note that Brazil uses their sugar cane crops to give them some degree of independence from foreign oil, however this nearly destroyed their country's economy in the 90's as when global sugar prices rose, they had an ethanol shortage and could not readily convert back to gasoline for their vehicles. They've since pressured automotive manufacturers to develop flex fuel technology and can switch back and forth further insulating them from variables on both the food and oil markets.
