Just part of the spectrum that is going to be freed up has been tentatively been sold for (700Mhz) 15 billion dollars. The bidding is not open so the price and winner has not officially been released. The money will go to the federal government. It should pay for about 2 and a half months of the Iraq war. What it will be used for is largely up to the winning licensee. There are lots of restrictions such as some parts of the spectrum only being usable in some parts of the country and limits on transmission power.
