If I ran signal wires between each ATS and connected to the relay contacts, would that send a signal to ATS # 2 and switch to emergency power the same time as ATS # 1?

Unless you synchronize the different sources, you can only run one at a time. Which means you have to interlock them, so that no two, or more, sources will close on the same bus, ie, the load bus. You cannot parallel two transfer switches. You have to install them in series. A selector switch will tell which generator will start during an emergency. .
