Capacitors do not regulate. Decouple is the term to use. If there were no such thing as wire resistance or inductance, then you could place the caps anywhere. But wires and circuit traces have inductance and resistance, so if the cap is NOT near the IC, the wire and trace impedance can allow noise spikes to reach the IC, or spikes generated by the IC can reach other components. for best operation, each IC should have a high quality 0.1µF 20 volt cap as close to the IC's leads as is practical. Every 20 or so ICs, you should have a 50 or 100µF capacitor in parallel. .
