Yes bearded dragons will drink from a bowl, or mine have been living years with out water LOL. there are automatic misting systems online, but they require control units and other additional equipment and it can get very expensive, bearded dragons do not need very high humidity only 45-50% is ideal so you may be better off using a coconut substrate or some other water absorbing type in the cage that will retain water better than what you are currently using, there are other ways like sponges and things like that but due to the high basking temps the need a sponge would likely be dry in a few hours. remember its all about consistency when you are talking about temps and humidity and short of an expensive digital controlled system I think you will find the sub-strait method the most effective, you should only have to mist every to or three days doing it this way, don't over soak it or you could cause mold to grow and that's not good.
