ADA and Explosion Proof Classifications don't apply to residential. ADA applies to "places of public accommodation", so maybe if you were remodeling for an in home daycare center you might have to apply switch and receptacle locations to be between 15 and 48" for front access, or wheelchair side access 9 and 54". Explosion proof classification (NEC 505) applies to "Industrial Occupancies", building mechanical codes limit gas appliances in residential garages, but not the NEC. But put receptacles up high in the garage, even above 48" is good, above the sheet goods size, easy to see and reach, above workbenches, there is not good reason to have them down at 15 or 18"! My Experience is with switches that 48" to top of switch encourages the tapers to cover the top screw hole with mud and tape, and then the top of the switch has to catch on the seamed taped beveled edge of the sheetrock. If you put it at 48 to center the hanger does have 2 cuts to make, but the taper has to cut his tape or it gets completely ruined when the electrician has to break it out, and both the top and bottom of the switch get to land past the sheetrock beveled edges. Sure, it is a little harder for the hanger, but I've asked them, they say it's not enough to make a difference.
