Usually the gas/electric and water are under the name of the apartment complex owners and then when a new person moves in they sign up and it goes into that new person's name, and when they leave then they cancel the service after full payment is made and payment/service reverts back to the apartment complex owners. The companies can switch the service (the payors) on their records quickly and don't have to switch it like at a switching station or anything. Your lease more than likely reads that you cannot enter or live in the apartment without gas/electric/water. And the owners will know immediately when they receive the bill that you have not switched it and will either bill you or demand that you leave. Electric is required for heat, ac, cooking, water heater for bathing, refrigerator, seeing for safety sake (lamps) and entertainment (like tv, computer, etc.). So you really do need to sign onto that service. A lot of apartments don't have cross ventilation or the ventilation is poor so you really do need the electric so that you can have fans move the air so you can breathe. Depends on how much you use the electric and gas (there's probably a meter out back that's connected to your apartment), but like for me, I use about $1 or a tad more per day of the service so if they start yours earlier even if you're not in there $1 or a little more won't break your budget, as long as it's turned off while you're not in there. Here the service companies determine your proposed use by the usage of the former tenant and so determine the "deposit" that way. Usually they ask for the deposit up front before they start the service. Since you didn't mention that then perhaps they will include the deposit fee in your first bill.
