Considering that you have three switches controlling a foyer light, I would assume that you have a split level entry. If that is the case, you cannot legally re-purpose the existing light switch for a different function since code requires that lights in a stairway be controlled by all points of entry into the stairway. To meet code, the sconce light would either need to be controlled by a completely separate switch (which could be installed at the same location as the existing switch depending on configuration) or be controlled with the foyer light.
