I want to build a timer that will display two digits to the left of the decimal, but display 3 digits to the right (1/1000 of a second). Displays are standard 7-segment LEDs. I don't want to use a microcontroller, just discrete digital logic, such as 74xx-series. What would be your circuit design, and why?

I would start with a 1kHz oscillator (or faster and divide it down). I would use a series of display drivers (7445 through 7449 depending on output) and divide by ten counters. The 7490 decade counter is perfect for this. The first to feed the 1000th unit display, then next into the 100th, and so on. A simple analog switch, something in the CD4000 series, could be used for start and stop by switching the clock on and off. Or you could toggle an enable pin on the oscillator or the first counter. You'll have to debounce any switches. It's been a long time, but built a real time clock using 7400 logic many years ago. If I were to actually build such a device I would use a microcontroller.
