line regulation: I've seen it either way. I'd say typical is to put a load on it. Check the supplies specification. Look up the spec on the supplies input voltage. Say it is 105 to 125 VAC 60Hz. then apply 105 volts, and measure the output voltage. Apply 125 volts, and again measure the output voltage. Measure it at the nominal input voltage, say 115 volts. (Use a true RMS meter for all measurements.) now calculate the change in output voltage versus input voltage and see if it meets the specification. If the line specification allows for more than one frequency of power input, repeat for each frequency. load regulation: At various output voltages, set the load resistance so that you have the minimum specified current (or zero current), and measure the voltage set the load resistance so that you have the maximum specified current, and measure the voltage subtract the two voltage readings, change it to a percent to get percent regulation. Repeat at other output voltages. this should be done at worse case line voltage (usually minimum), or at both minimum and maximum line voltage. Regulated AC supplies are very uncommon. I'd say that this has to be repeated with capacitive and inductive load, if the supply specifications mention such loads. And then the whole thing has to be repeated at different load frequencies, if the frequency is subject to change. Other specifications: You may see a worse case power dissipation spec. This would usually be at highest line voltage, and lowest output voltage and maximum output current. You would set up this in a temperature chamber at max specified ambient temperature, and see if the supply will operate for a specified length of time without burning up or popping a breaker. .
