LM324 down't have much gain at RF frequencies. GBW product is about 1 MHz, which means the open loop gain is about 4 at 250 kHz. You need a better opamp such as the LMH6732. And a LM555 won't respond to that frequency either, unless you plan on rectifying it and applying the DC to the 555. But what gain do you want? "gain of 4V" is meaningless. But if you just want some gain at that frequency, a simple common emitter amplifier may be cheaper.
