It could also be a grounded element. I think more is wrong than just the timer. I say a grounded element because the switch on the motor should prevent the heat from coming on unless the motor and thus the fan, are running. It is dangerous to have heat with no fan. Fire danger. It should be shut off and left off until fixed. And it may have tripped one side of the 220 and you are only heating on 110v to ground. But if you trip the other side back on it could short big time.
